Društvo Marjan najstarija je splitska udruga građana osnovana 09. svibnja 1903. godine i začetnik je organizirane zaštite prirode na ovim prostorima.
Društvo Marjan je radom i uz pomoć svojih članova, građana Splita i ostalih ljubitelja prirode, ostvarilo, iz današnje perspektive, teško pojmljiv kolosalan pothvat pošumljavanja kamene goleti, uređivalo puteve, staze, vidikovce, plaže, postavljalo spomenike, obnavljalo drevne crkvice i još mnogo toga, pretvorivši Marjan u zakonom zaštićeno prirodno i kulturno dobro.
Zadivljujuće je i s ponosom ističemo da je još prije više od 100 godina, među tadašnjih 20-ak tisuća stanovnika Splita, postojala svijest o važnosti šuma za život ljudi te su u okrilju Društva Marjan pokrenuli pošumljavanje i uređenje tadašnje kamene goleti brda Marjan. .

Što danas radi Društvo Marjan?
Posljednjih desetljeća rad Društva Marjan usmjeren je na zaštitu onog što su naši preci ostavili današnjim generacijama, očuvanje marjanske šume, zelenih površina, prirodnih uvala i plaža i svih ostalih marjanskih vrijednosti. Danas, kao nikad prije u povijesti, Marjan treba štititi i čuvati od onih koji Marjan doživljavaju kao neiskorišteni građevinski resurs. Potencijalna vrijednost građevinskog, sada zaštićenog negrađevnog zemljišta, najveći je protivnik svih ostalih vrijednosti koje nam pruža ekosustav Park šume Marjan.
Žalosna činjenica je da se pored brojnih gradskih i državnih institucija provođenjem zaštite Marjana i javnog interesa iskreno i beskompromisno bavi jedino Društvo Marjan, a da su oni koji su plaćeni za očuvanje marjanskih vrijednosti, prvenstveno Grad Split i njegova Javna ustanova za upravljanje Park šumom Marjan, najveća prijetnja očuvanju Marjana, pa i samom Društvu Marjan.
Protivnici su vrlo ozbiljni i opasni, korumpirana i neučinkovita administracija u sprezi s političko-urbanističko-građevinsko-kvazipoduzetničkim lobijem koji na sve načine, ne prežući ni od čega, želi iskoristiti i na najprimitivniji način komercijalizirati marjanske prirodne i kulturne vrijednosti.
Jedina istinska brana daljnjoj betonizaciji i devastaciji Marjana je Društvo Marjan koje je u svom djelovanju izloženo različitim oblicima pritisaka, prijetnjama, pa i sudskim tužbama.
Društvo Marjan kao udruga građana nema ovlasti, niti zakonskih mogućnosti donositi provedbene odluke vezane za rad institucija nadležnih za Marjan. Ono što možemo, i što stalno radimo, je praćenje, predlaganje, reagiranje, upozoravanje i prijavljivanje različitih neprimjerenih i nezakonitih situacija u Park šumi Marjan.

Sve što Društvo Marjan radi bazirano je na dobrovoljnom radu, znanju i vještinama naših članova koji su svoje znanje i slobodno vrijeme pokonili zaštiti javnog interesa i Marjana, najstarijeg simbola grada Splita.
Društvo Marjan je udruga građana bez zaposlenih, osim povremenog zapošljavanja za vrijeme trajanja nekog projekta, ako to projekt zahtijeva.
Da bi Društvo Marjan opstalo u toj neravnopravnoj iscrpljujućoj pravnoj i medijskoj bitki s institucijama, neophodno su nam potrebna i financijska sredstva.
Tko financira rad Društva Marjan?
Društvo Marjan financira se isključivo iz prihoda ostvarenih članarinama i donacijama, nije proračunski korisnik Grada Splita, niti neke druge državne institucije.
Društvo Marjan je u jednom kratkom razdoblju od 9 mjeseci tijekom 2014. bilo financirano od strane Grada Splita. Odlukom Gradskog vijeća Grada Splita u prosincu 2013. proglašeno je udrugom od posebnog interesa za Grad Split i gradskim proračunom za 2014. planirano je financiranje redovne djelatnosti Društva Marjan u godišnjem iznosu od 150.000,00 kn (12 mjesečnih rata od 12.500,00 kn) uz obvezu zapošljavanja jedne osobe. Financiranje je trajalo svega 9 mjeseci tijekom 2014. godine, a prekinuto je bez odluke Gradskog vijeća nakon što je Društvo Marjan podnijelo kaznenu prijavu protiv odgovornih osoba Javne ustanove za upravljanje Park šumom Marjan.
Često se stvara zabuna i zamjena Društva Marjan s Javnom ustanovom za upravljanje Park šumom Marjan. Javnu ustanovu za upravljanje Park šumom Marjan osnovao je Grad Split 2005. godine na inicijativu Društva Marjan. Javna ustanova za upravljanje Park šumom Marjan ima oko 60 zaposlenika i financira se iz proračuna grada Split u godišnjem iznosu od oko 9 milijuna kuna, dok Društvo Marjan nema zaposlenih osoba, a rad Društva financira se isključivo iz članarina i donacija.
Gdje idu novci od članarina i donacija?
Društvo Marjan kao registrirana udruga građana je pravna osoba koja u okviru obavljanja svoje djelatnosti ima troškove koje mora podmirivati na mjesečnoj ili godišnjoj razini. Društvo Marjan koristi 3 prostora od koja su 2 u vlasništvu Grada Splita, na Rivi i u Botaničkom vrtu, a jedan, kameni kiosk na Prvoj vidilici je u vlasništvu Društva Marjan. Najveći dio troškova otpada na plaćanje naknada za korištenje prostora i troškove struje vode i komunalne naknade.
Mjesečni troškovi poslovanja Društva Marjan su:
- 384,75 – Naknada za korištenje prostora na Rivi
- 179,66 – Naknada za korištenje prostora u kući u Botaničkom vrtu
- 28,04 – Komunalna naknada za prostor na Rivi
- 16,36 – Komunalna naknada za prostor u kući u Botaničkom vrtu
- 4,83 – Komunalna naknada za Kiosk
- 127,00 – Struja – Riva
- 11,30 – Voda – Riva
- 16,95 – Čistoća – Riva
- 90,00 – Struja – Kiosk
- 77,00 – Bankovni trošak vođenja računa
- 160,00 – Administrativni troškovi (poštarina, kopiranje, tinta, papir i sl.)
- 50,00 – Hosting internetske stranice (jednokratno 600,00 kn)
- 150,00 – Knjigovođa (jednokratno 1.800,00 kn)
- 1295,89 x 12 mjeseci = 15.550,68 kn
Za što se Društvo Marjan zalaže?
Društvo Marjan zalaže se za:
1. istinsku i učinkovitu zaštitu cjelovitog zaštićenog područja Park šume Marjan u granicama utvrđenim 1964. i 1988. godine koja će se ostvariti:
- ukidanjem građevinskih područja u obuhvatu PŠ Marjan;
- rješavanjem imovinsko-pravnih odnosa za zemljišta u obuhvatu PŠ Marjan u skladu sa zakonima RH;
- upisom posebnog pravnog režima svih čestica u obuhvatu PŠ Marjan u zemljišne knjige;
- označavanjem vanjskih granica PŠ Marjan na terenu;
- rigoroznim sankcioniranjem protupravne gradnje sukladno zakonima RH;
- redovitim održavanjem šume i zelenih površina u PŠ Marjan sukladno pravilima struke i zakonima Republike Hrvatske;
- redovitim održavanjem svih posebnosti PŠ Marjan (prirodna i kulturna baština, plaže, štetališta, staze, vidikovci, urbana oprema, obnovom Botaničkog vrta, prenamjenom ZOO vrta u tematski park dalmatinskih domaćih životinja);
- zabranom prometa u PŠ Marjan i uvođenjem javnog prijevoza na el. pogon (autobus, vlakić, brod);
- upisom PŠ Marjan u kontaktnu zonu UNESCO područja;
- restrukturiranjem Javne ustanove za upravljanje Park šumom Marjan i njenim zakonitim i učinkovitim poslovanjem u cilju provedbe svih prije navedenih zadataka,
2. za dosljednu provedbu načela Statuta grada Splita:
“Jednako će čuvati i brdo Marjan, tako da svako njegovo živo biće, svaki bor, pa i svaki kamen njegov sačuva da bude na ures Gradu i radost onima koji Marjan gledaju ili u njemu hlad i smiraj traže.”

About Marjan Association
The Marjan Association is the oldest citizens’ association in Split, founded on May 9, 1903, and is the initiator of organized nature protection in this area. Through its work and with the help of its members, citizens of Split and other nature lovers, the Marjan Association has accomplished a colossal undertaking of reforestation of the barren rocky hill; arranging paths, lookouts and beaches; erecting monuments; restoring ancient churches and much more – transforming Marjan into a legally protected natural and cultural asset.
We are proud to point out the amazing fact that more than 100 years ago, among the then 20,000 inhabitants of Split, there was such a high awareness of the importance of forests for human life that those citizens, through the Marjan Association, undertook reforestation and landscaping of the then barren Marjan hill.

What is the Marjan Association doing today?
In recent decades, the work of the Marjan Association has been focused on the protection of what our ancestors left to today’s generations – the preservation of the Marjan forest, green areas, natural bays and beaches and all other Marjan assets. Today, as never before in its history, Marjan needs to be protected and guarded from those who perceive Marjan as an untapped commercial development resource. The very assets that make Marjan attractive for the public are the same ones that make it attractive for private developers.
It is a sad fact that, despite numerous city and state institutions in charge of its protection and preservation, only the Marjan Association sincerely and uncompromisingly protects Marjan and the public interest. Its ironic that those who are paid to preserve Marjan, primarily the City of Split and its Public Institution for Marjan Forest Park Management, are the greatest threat to the Marjan Association and, more importantly, the preservation of Marjan itself.
Opponents are a very serious and dangerous threat. Corrupt and inefficient administrations that back private developers that attempt to commercialize and privatize Marjan’s natural and cultural assets.
The only true barrier to the further cementing and devastation of Marjan is the Marjan Association, which because of its activities is exposed to various forms of pressure, threats, and even lawsuits.
The Marjan Association, as an association of citizens, does not have the authority or legal possibilities to make decisions related to the work of the institutions in charge of Marjan. What we can do, and what we do all the time, is to monitor, advise, react, warn and report various inappropriate and illegal activities in the Marjan Forest Park.

Everything that the Marjan Association does is based on the voluntary work, knowledge and skills of our members who are dedicated to the protection of the public interest and Marjan, the oldest symbol of the city of Split.
The Marjan Association is an association of citizens with no employees, except for occasional employment for the duration of a project, if required.
In order for the Marjan Association to survive in this unequal, exhausting legal and media battle with institutions, we need help.
Who finances the work of the Marjan Association?
The Marjan Association is financed exclusively from the income generated by membership fees and donations. It receives no funding from the City of Split or any state institution.
The Marjan Association was financed by the City of Split for a short period of 9 months during 2014. In 2013, the City Council of Split declared the Marjan Association an Association of Special Interest for the City of Split. The 2014 city budget set aside funds for the regular activities of the Marjan Association amounting to HRK 150,000.00 per year (12 monthly installments of HRK 12,500.00), with the condition that the Association would employ one person. The funding only lasted for 9 months and was terminated (without a decision of the City Council) after the Marjan Association had filed a criminal complaint alleging economic malfeasance and violations of environmental law against the responsible persons of the Public Institution for Marjan Forest Park Management.
The Marjan Association is sometimes confused with the Public Institution for Marjan Forest Park Management. The Public Institution was founded by the City of Split in 2005 at the initiative of the Marjan Association. It has around 60 employees and is financed from the city budget, receiving around HRK 9 million per year.
Where does the money from membership fees and donations go?
The Marjan Association, a registered citizens’ association, is a legal entity that has costs it must cover on a monthly or annual basis. The Association uses 3 spaces, two of which are owned by the City of Split (on Riva and in the Botanical Garden); the third is a stone kiosk on the First Lookout, owned by the Marjan Association. The largest part of the costs are rent and utilities.
The monthly operating costs of the Marjan Association are (in HRK):
- 307,80 – Rent for the office on Riva
- 179,66 – Rent for the house in the Botanical Garden
- 28,04 – Communal fee for the office on Riva
- 16,36 – Communal fee for the house in the Botanical Garden
- 4,83 – Utilities for Kiosk
- 127,00 – Electricity – Riva
- 11,30 – Water – Riva
- 16,95 – Waste disposal fee – Riva
- 77,00 – Bank account management fee
- 160,00 – Administrative costs (postage, copying, ink, paper, etc.)
- 42,00 – Website hosting (yearly HRK 500,00)
- 150,00 – Bookkeeper (yearly HRK 1.800,00)
- Total 1120,94 x 12 months = HRK 13.451,00
What does the Marjan Association stand for?
The Marjan Association is committed to:
1. True and effective protection of the entire protected area of the Marjan Forest Park within the limits determined in 1964 and 1988, which will be achieved by:
- abolition of construction areas within Marjan Forest Park (FP);
- resolving property-legal relations for lands within Marjan FP in accordance with the laws of the Republic of Croatia;
- entering a special legal regime for all plots within Marjan FP in the land register;
- physically marking the external borders of Marjan FP;
- rigorous sanctioning of illegal construction in accordance with the laws of the Republic of Croatia;
- regular maintenance of forests and green areas in Marjan FP in accordance with profession standards and the laws of the Republic of Croatia;
- regular maintenance of all special features of Marjan FP (natural and cultural heritage, beaches, promenades, trails, lookouts, urban equipment, renovation of the Botanical Garden, conversion of the zoo into a theme park of Dalmatian domestic animals);
- banning traffic in Marjan FP and introducing electric public transport (bus, train, boat);
- enrollment of Marjan FP in the contact zone of the UNESCO area;
- the restructuring of the Public Institution for the Management of the Marjan Forest Park in order to implement all the aforementioned tasks;
2. The consistent implementation of the principle of the Statute of the City of Split which states:
” It will equally guard the hill of Marjan so that every living being, every pine tree, and even every stone there will be preserved to the delight of the City and the joy of those who just look upon Marjan or seek shade and calm in it.”
